ORGANIZATION
According to the Young Lawyers of Serbia Statute the YLS organs are:
- Assembly
- Managing Board
- President
- Executive Director
THE YLS ASSEMBLY
The Assembly is the organ of greatest authority in the Association and it has jurisdiction to:
- Nominate and dissolve organs of the Association;
- Approve the appointment of the Managing Board functionaries;
- Decide on membership approval and exclusion of branches, at the suggestion of the Managing Board;
- Approve strategic and action plan of the YLS;
- Pass the annual budget, annual balance sheet and report on operation of other organs;
- Approve the plans and reports of the Managing Board;
- Pass amendments of the YLS Statute;
- Pass the Rule of orders.
The Assembly consists of the Managing Board members, member representatives and representatives of the branches. In accordance with the Statute regulations it functions on delegate principle and number of its members is dependant upon the number of the YLS’ members.
Meetings of the Assembly are regularly held in April every year. Extraordinary meetings can be called by the President, Managing Board or by presidents of the Board, whose number of votes exceeds one -fourth of total votes in Assembly.
THE MANAGING BOARD
The Managing Board is executive body of the YLS and it is consisted of the President, Executive Director and five members which are, according to their position and functions, vice presidents of the YLS as well. They are at the head of the following committees:
- Financial Committee, which prepares and introduces the annual budget of the YLS ; takes the initiative to improve finances of the Association; reports on annual and quarterly finances to the Managing Board and the branches; gives notification of duties account, based on membership fee, and is responsible for collecting them; keeps books about finances and disposes of them at the request of the Managing Board.
- Project Committee, which expresses opinions about proposed projects, contributes to their accomplishment and contacts donors.
- Committee for Branches, which is regularly in contact with branches and cooperates with them. It also promotes the aims of the YLS, gives assistance to functionaries in development of branches, trains them in management, gives instructions on accomplishment of planned activities and provides for efficient communication between branches.
- Public Relation and Marketing Committee, is in charge of improvement of the YLS’ image in the media. Thus it makes different kinds of programs aiming at membership motivation, as well as programs contributing to financial condition of the Association.
- Committee for relation with international organizations, non-governmental organizations and institutions, makes contacts with kindred organizations in the region, Europe and all over the world; works on improvement of connection and is informed about projects of international organizations; communicates with similar non-governmental organizations, and generally improves the cooperation with institutions within country and abroad.
THE PRESIDENT OF THE YLS
President of the Association is elected by the Assembly for a period of two years. The President’s duties are following:
- The President represents the Association, in country and abroad, and is in charge of the YLS activities;
- Has rights and duties of financial appointee;
- Presides at meetings of the Assembly;
- Supervises the activities of the YLS;
- Reports on personal work to the Assembly;
- Proposes committee members with the Executive Director.
EXECUTIVE DIRECTOR
Executive Director is also functionary elected by the assembly on the period of two years, and he is given authority to:
- Direct the work of the Managing Board and activities of the Association between the meetings;
- Deputize for the President when required;
- Accomplish tasks given by the Assembly, President or the Managing Board;
- Assume rights and responsibilities on behalf of the Association;
- Undertake appropriate actions in order to increase number of members and boards;
- Supervise and coordinate activities and programs of the Association;
- Supervise activities of the President;
- Seeks solutions to status issues and is concerned with statute enforcement and accomplishment of the Association’s aims;
- Assist the President in giving recommendations about the committee composition.
